HONGKONG. 1st November, 1920.

I have the honour to address Your Lordship with regard to the liability to assessment for Military Contribution of rents derived from Government buildings more particularly from those occupied by Goverment servants and would refer you to the practice prevailing in this connection in the Straite Settlements, a practice which, I presume, has your approval and is regarded as in accordance with the law,

It would appear that only the net proceeds from Government buildings let for profit, after deducting expenditure on repairs and improvements the sum due for Municipal Assessment and depreciation at the rate of four per cent of capital cost, are included in the revenue on which Military Contribution is assessed.

As the wording of the Straits Ordinance is the same as that of the Hongkong Ordinance the practice in this Colony should clearly follow that in the Straits Settlements and I propose, therefore, to proceed accord- ingly.

The matter has not hitherto been of much

importance, a fact which will account for the point being overlooked but the large recent and prospective increases
